El Ministerio de Economía realizará el martes una operación de canje de títulos que vencen entre este mes y octubre por otros que se abonan el año próximo, y que el tenedor, al momento del pago, elige si quiere que se ajuste por la variación del dólar o de los precios.
De esta manera, la cartera que conduce Sergio Massa concretará uno de los puntos que anunció a pocas horas de asumir, una medida que busca descomprimir los compromisos de deuda en pesos de los próximos 90 días, mediante un canje de deuda voluntario, junto a la decisión de no pedir hasta fin de año adelantos transitorios al Banco Central (BCRA) como mecanismo de financiamiento del déficit público.
Los detalles de la propuesta de canje que se terminó de elaborar en el Palacio de Hacienda se dieron a conocer mientras se mantenía pendiente la definición de quien será el viceministro, un puesto que sigue bajo estudio y para el que se busca un economista especializado en macroeconomía con experiencia en la relación con los bancos multilaterales.
En las primeras horas del día estaba avanzada la idea de incorporar en esa función al consultor Gabriel Rubinstein, director ejecutivo de la consultora GRA, quien se desempeñó en el Banco Central durante la gestión de Roberto Lavagna como ministro (2002-2005), señalaron fuentes del Palacio de Hacienda.
Sin embargo, con el paso de las horas se priorizó avanzar en la búsqueda de otro perfil y la resolución de quien será el nuevo viceministro seguía esta noche en análisis, agregaron las fuentes.
Bono Dual
A la espera de completar el equipo, el Ministerio de Economía informó que una de las ofertas es tomar uno de estos «Bono Dual» con vencimiento a junio del 2023 y entregar a cambio Letras del Tesoro ajustadas por CER (inflación), u otra a tasa variable más 14%, ambas pagaderas el 16 de agosto, o una tercera a Descuento pero con vencimiento el 31 de este mes.
La segunda opción es otro Bono Dual con vencimiento en julio del 2023 y los títulos a entregar son un Bono Ajustado por CER, mas 1,3% con vencimiento el 20 de septiembre, y una Letra del Tesoro a descuento, y pagadera el 30 de septiembre.
La tercera opción es también un Bono Dual pero con vencimiento el 30 de septiembre del año próximo y por él se podrán canjear las Letras del Tesoro, con CER y a descuento que se deben pagar el 21 de octubre, y las Letras del Tesoro a Descuento con cierre el 31 de octubre.
La recepción de las ofertas comenzará a las 10:00 y finalizará a las 15:00 del martes próximo y la liquidación de las ofertas recibidas y adjudicadas se efectuará el viernes 12 de agosto, informó el ministerio de Economía a través de un comunicado.
Massa también había anticipado que el próximo lunes el Ministerio de Economía le reintegrará $ 10.000 millones al BCRA como forma de ir reduciendo la deuda que mantiene con la autoridad monetaria, un «camino de cancelación que procuraremos continuar», y destacó una fuerte adhesión al canje estimada en un 60% en los primeros diálogos con tenedores de deuda en el sector privado.
«Básicamente, lo que vamos a hacer es no pedir más plata de emisión para financiar al tesoro al Banco Central. Nos vamos a arreglar con los recursos que recaudamos y con financiamiento que podamos conseguir del sector privado», aseguró.
Ambas medidas, dijo el ministro, pretenden «dar mayor previsibilidad y despejar la incertidumbre» y demás especulaciones de los últimos días, en los cuales se habló «de una gran concentración de vencimientos de deuda en los próximos meses».
En lo que respecta al compromiso de limitar la monetización del déficit, en lo que va del año el Banco Central le transfirió al Tesoro nacional unos $ 950.000 millones en concepto de Adelantos Transitorios, aunque el Tesoro le devolvió $ 322.449 millones con parte de los Derechos Especiales de giro (DEG) que le otorgó el FMI.
El acuerdo firmado con el FMI establecía un máximo de Adelantos Transitorios del BCRA al Tesoro equivalentes al 1% del PBI para 2022, una meta que hasta ahora se venía cumpliendo pero que, con la medida anunciada este viernes, se sobrecumplirá.
