El Gobierno de Mendoza, a través del Ministerio de Producción, prorrogó el estado de emergencia y/o desastre agropecuario por sequía hasta el 31 de marzo de 2025. La medida alcanza a propiedades con producciones caprinas, bobinas, ovinas, equinas y apícolas que se hayan visto afectadas por la falta de agua.
Así se desprende del Decreto 554, con fecha 20 de marzo de 2024, publicado en el Boletín Oficial, que lleva las firmas del ministro de Producción, Rodolfo Vargas Arizu, y del Gobernador de Mendoza, Alfredo Cornejo.
La medida inicial se publicó en el Boletín Oficial en diciembre de 2022 y actualmente, a raíz de la situación actual de las diversas explotaciones ganaderas de la provincia, el director de Ganadería, Roberto Francisco Ríos, solicitó que la medida se extienda hasta el 31 de marzo del año que viene.
Beneficios de la medida de emergencia
Vale destacar que todos aquellos productores alcanzados por esta medida tienen una serie de beneficios. Uno de ellos tiene que ver con la prórroga de los vencimientos de las cuotas a pagar por los créditos obtenidos a través del Fondo para la Transformación y el Crecimiento (FTyC), que se encuentren dentro de los plazos que dura esta medida. Lo propio ocurre con el impuesto inmobiliario y los cánones previstos por Irrigación.
A su vez, desde el Ejecutivo provincial se trabaja para que esta medida provincial sea reconocida por el Gobierno nacional, a los efectos de que todos aquellos productores que tengan créditos vigentes a través del Banco Nación puedan hacer uso del mismo beneficio.
Durante 2023, mientras la medida estuvo vigente, desde el Ejecutivo se elaboró un estimativo de lo que la Provincia dejó de recaudar en concepto de cuotas prorrogadas por créditos otorgados desde el FTyC, suspensión del pago al Impuesto Inmobiliario y del canon correspondiente a Irrigación. Esta cifra fue superior a 210 millones de pesos.
Si bien en lo que va del año la presencia de lluvia ha sido importante, Mendoza venía de tres períodos consecutivos de sequía y los campos no tenían reservas. La provincia no está ajena a lo que ha venido sucediendo en otras regiones del país.
Productores y stock ganadero
La provincia de Mendoza cuenta con un total de 3.420 productores bovinos registrados a través de un RENSPA ganadero.
El stock ganadero bovino está distribuido principalmente en los departamentos de San Rafael y General Alvear. El departamento de La Paz se encuentra en tercer lugar. En cuanto a producción caprina, que también es alcanzada por esta medida, el departamento que mayor cantidad de animales tiene es Malargüe y le sigue Lavalle.
Incentivar la recría
Desde la cartera Producción provincial se viene apostando e incentivando la recría de animales en la provincia. Según datos aportados desde Ganadería, se ha logrado un incremento de animales engordados en territorio local durante 2023.
Sobre este último punto, se supo que esto se ha logrado gracias a la implementación del sistema bajo riego que permite la producción de alfalfa. Mendoza tiene buena oferta forrajera y potencial para crecer en la recría en Mendoza. Para ello se está haciendo uso la Ley de Estímulo 7074.
Si bien la actividad ha venido mostrando un crecimiento constante, desde el Gobierno provincial reconocen que aún hay mucho por delante y que solo se está pudiendo dar respuesta a 12% de la demanda local.
