Desde marzo está vigente un subsidio a la facturación de energía eléctrica para elaboradores de vino y sidra.
Ante la quita de los subsidios nacionales, buscan evitar picos de facturación durante el mayor consumo de energía y potencia, mediante la estabilización de facturas. Será a través del Fondo Provincial Compensador de Tarifas y la adhesión al sistema es voluntaria.
El Gobierno de Mendoza, a través de la Resolución 34 de la Secretaría de Servicios Públicos, establece que desde marzo está vigente un subsidio a la facturación de energía eléctrica para los suministros de establecimientos destinados a la elaboración de vino y sidra.
Este mecanismo es voluntario y los usuarios deben solicitarlo, ante la empresa que les provee el servicio, para cada suministro que desee adherir al Régimen de Estabilización y deberán acreditar dicha actividad económica.
La medida, que se implementará a través del Fondo Provincial Compensador de Tarifas debido a la quita de subsidios nacionales, busca evitar picos de facturación durante el mayor consumo de energía y potencia. “Queremos sostener la competitividad del sector vitivinícola mendocino”, afirmó Enrique Vaquié, ministro de Economía y Energía.
La estabilización de facturas alcanza a todos aquellos establecimientos encuadrados en las categorías T1 (pequeñas demandas generales) o T2 (grandes demandas).
Según adelantaron las autoridades, el subsidio tiene como fin amortiguar el impacto de los costos generados en los meses de mayor consumo (febrero a abril) hacia los meses de menor consumo.
“En los meses de elaboración, cientos de bodegas aumentan su consumo de energía en forma exponencial. Buscar que los costos no se desacoplen es un aporte más a una batería de medidas que implementamos para un sector importante de nuestra economía”, agregó el funcionario.
Una vez realizada la adhesión, los usuarios observarán en sus boletos de pago el ítem “Subsidio por Estacionalidad”. Según detalla el documento, la medida está vigente desde marzo y el usuario puede solicitar su adhesión en cualquier momento.
Está previsto que se tenga en cuenta un retroactivo a febrero y se aplicará siempre y cuando el usuario adhiera al Régimen de Estabilización hasta el 16 de abril inclusive. Caso contrario, se aplicará desde la factura siguiente.
Cálculo de estabilización
Consiste en utilizar valores promedios de consumo de energía, potencia contratada y potencia registrada en pico que represente el promedio del último año móvil en relación con los valores realmente registrados en los últimos 12 meses. La diferencia entre ambos montos de facturación es la estabilización.
Una vez al año (al final del ciclo de 12 meses) se realizará un ajuste que tendrá en cuenta las diferencias netas aportadas o recibidas del Fondo Provincial Compensador de Tarifas. El valor anual del ajuste no se actualizará con ninguna tasa de interés. Este mecanismo constituye un subsidio financiero con costo cero para el usuario.
Para ello, el Ente Provincial Regulador Eléctrico (EPRE) ha dispuesto en su sitio www.epre.mendoza.gov.ar un simulador, a fin de que los usuarios puedan evaluar estas variables y la conveniencia de solicitar la adhesión al régimen de estabilización, debiendo cargar sus propios consumos y pudiendo observar gráficamente el efecto de la estabilización.
Es importante que los usuarios, antes de solicitar dicho mecanismo, tengan en cuenta:
- El nivel de consumo de energía eléctrica actual y una estimación aproximada del nivel de consumos para los próximos meses (asociado a su nivel de actividad) respecto de los valores registrados en los últimos 12 meses.
- La eficiencia en la contratación de potencia: lo ideal es lograr una potencia contratada lo más ajustada posible a la potencia máxima registrada en cada trimestre, así el impacto de la estabilización será mayor.
- Evaluar el momento de ingreso a este mecanismo: es importante ingresar antes de que comience la época de altos consumos, según la estacionalidad propia de la actividad económica.
- Al finalizar el ciclo de 12 meses, se efectúa una liquidación con las estabilizaciones efectuadas, pudiendo resultar en un ajuste a cargo o a favor del usuario.
- Deberá permanecer en el régimen de estabilización por ciclos de 12 meses. En caso de decidir retirarse con anterioridad, se liquidarán las eventuales diferencias que se hubiesen producido.
- Este mecanismo no es beneficioso si su consumo prevé ser marcadamente inferior al del año anterior.
