Cuatro años han transcurrido desde que los puentes de la Ruta 40 en Ugarteche, colapsaron, sumergiendo a la emblemática vía en una historia de desidia y abandono.
La tragedia de estos dos puentes al sur de Luján, en el distrito de Ugarteche, celebran sus aniversarios de inutilidad, en medio de una trama de negligencia que involucra tanto a autoridades locales como nacionales.
Como todo evento de éstas características, se combinan elementos naturales y vulnerabilidades, según la Teoría de Riesgos de Desastres, afectando en este caso, los puentes ubicados sobre el Arroyo Los Pozos, los Arroyos Chañares Herrados Norte y Sur, y del Arroyo Tierras Blancas.
El derrumbe fue impulsado por las crecidas naturales, a las que se debe agregar también la falta de control sobre actividades extractivas que alteraron los cursos de agua.
Informes obtenidos por MDZ advierten sobre la fragilidad del Estado para regular incluso la minería de tercera categoría.
La responsabilidad de reconstruir estos puentes recae en Vialidad Nacional, sin embargo, en cuatro años las obras siguen paralizadas y no hay nadie que responda por esta situación. La reciente salida de Guillermo Amstutz en el cambio de autoridades para la zona de Cuyo en el 4ª distrito, ha dejado un vacío en la gestión, empeorando aún más la situación.
Las irregularidades en las canteras ubicadas cerca de los puentes han sido documentadas, pero las advertencias de la Dirección de Hidráulica fueron ignoradas, como expresa MDZ, lo que finalmente condujo al colapso de los puentes.
La falta de cumplimiento de las normativas vigentes ha generado un grave impacto en la estabilidad estructural de la zona.
